Site number used already

Friend of mine started feeding yesterday with Flightfeeder after he was accepted by FA

We saw that his site has been delivered already data a month ago. How can this be? He never had any feeder running so far.
Could it be that the number is linked to the FA devices and it was tested?

Yes, they are tested, I remember a guy from the Munich area complaining that all his nearby sites on the stats pages were flightfeeders that were testet there.
