I did a update upgrade and notice my timezone said I was same as UTC. Should I not set that to US Pacific standard or does it matter ?
doesn’t really matter. flightaware doesn’t care they use UTC time anyway and disregard the timezone set.
Ok, just wondered 
if you want to configure it you can run sudo raspi-config and check the Locale / Timezone settings.
You may have had some network connectivity issue during update/upgrade for the reset to UTC. I had this issue once with a Jessie build but never with Stretch on many, many machines.
The observation by wiedehopf stands.
