If it is the picture I’m thinking of it was a Grumman OV-1 Mohawk.

Twin-tailed doesn’t match, so maybe you were looking at a Rockwell OV-10 Bronco.
For kicks I googled Navy 1115 images and it came up to an aircraft matching your description.

If this is the one, then it is a PZL M-28. I think its Polish.
Its the PZL. One was at KRVS (Tulsa) not long ago. I should have mentioned it was a transport.
