TOGO 01 frequent aircraft change

Something’s been boggling my mind for a bit of time. When government officials from the African country of Togo fly overseas, they always take a different aircraft each time. For example, when the President visited Montreal, he hired a Falcon 7x. Another example, when he flew to Beijing, he took a Global Jet Luxembourg Airbus A318. Can someone tell me why they keep on taking different aircraft per state visit?

When you hire a car, why do you get different models of car each time?

I think I have the answer:

Togo is a struggling country. Due to the government having trouble paying for their own private jet, they hire. They used to own a Burkina Faso-registered FA7X, but was sold due to unknown reasons.
