Looks like an FAA-owned jet flying Lifeguard Tulsa-Addison-MMQT. Why would an FAA plane be flyng a medical flight to/from Mexico?

Looks like an FAA-owned jet flying Lifeguard Tulsa-Addison-MMQT. Why would an FAA plane be flyng a medical flight to/from Mexico?
I think its primarily medical flights that need expedited handling it may also be a government plane hence the FAA callisign.
Note that this post was dated early 2006. However, N72 flew a Lifeguard flight a few days ago between Griffiss International and Syracuse Hancock International up in New York.
