How does FA get the delayed time?

For example, on the computer system for American Eagle, I can see #3955 as original departure time 2055. The new time is 2230 on American Eagles computer yet flight aware shows this flight delayed only 27 minutes. Eagle estimates the plane will takeoff 95 minutes late and arrive 108 minutes late.

Flight in question is ORD-MEM

It’s the difference between their original time of departure and the most recent estimated time of departure.

And how often is the delay updated? Flights are showing no delays on FA out of ORD today but some flights are running almost 3 hours late. Thanks!
