As I am writing this, this plane is going from KBTL to Mackinaw Bridge to Duluth to Minn/StPaul and then back to KBTL. Is this a flight training aircraft? I can’t find any information on it. Also, why don’t the tail numbers begin with “N”.

Most likely training/maintenance or a demo flight. CVF (cloverleaf) Dassault Falcon Jet, just like Gulfstream uses GLF as their callsign for the flight. A lot of aircraft are not tracked by the ‘N’#
