Very strange - fault in the system or what??

Speaking of strange tracks (really didn’t feel like starting a new thread for the same type of topic), any thoughts on the track near TUL (will need to zoom in)? I wouldn’t think with as little traffic as TUL gets (comparatively speaking) ATC would have it do that for spacing, but then again, I have been wrong in the past.
I go to school right by KTUL and would have noticed an aircraft doing that . It must be something goofy with the tracking that aircraft.
