are methods AllAirlines and AllAirports methods available in XML3? If not, is there any way of getting all airlines codes and all airport codes?

Unfortunately neither of these methods are present in XML3. We don’t have any information to share at this time as to whether they eventually be included.
The XML2 versions of these methods can still be used in addition to queries made in XML3. Otherwise a different source will have to be used to build a list of airlines and airports.
