Restart pi when nothing happens on port 30003

Phone chargers with USB port are USB power supplies with some extra functions.
They are required to adhere to USB specifications.

So yes that phone charger should work.

I do not think that is a good idea. A usb 2.0 ports is supposed to provide 500mA, a USB 3.x about 900 mA. Many mainboards supply more power, because people like to plug in USB only hard drives which require more, at start-up at least. In the long run you might actually damage the usb ports of your server, a Pi 3 needs around 400mA plus 350 for the FA stick.

Edit: It is not as bad as I thought, rasperrypi.org mentioned 700-1000mA, but that seems to be in “desktop”-mode usage scenarios.

Very late update but better late than never.
I purchased a new power supply for my pi and since then I had no issue at all. So the problem really was insufficient power.
