Photography perhaps, but the nav is a bit sloppy for a formal aerial survey.
Could be but there are several Government Agencies that have aircraft registered to 40-50 different companies,i remember the article a few years ago about a few companies and they had no idea they missed about 30-40 companies and another 400-500 aircraft.,because they do not want people to know who they are or what they are doing.I have been keeping up with them for over 15 years.
I first encountered some of those aircraft in Europe over 40 years ago, mainly CIA.
