KTUS use of Runway 3/21

Over the past 4 or 5 days I’ve seen multiple airliner flights landing on the short 3/21 here - anyone know what’s going on, did they close down 11L/29R for some reason? It’s very unusual, I don’t think I’ve ever even seen it happen before. Planes are coming right over the main part of the city now really low etc…

M0001/06 - RUNWAY CLOSED 11L/29R TUCSON INTERNATIONAL AIRPORT WILL HAVE RUNWAY CONSTRUCTION FROM 15 SEPTEMBER 2006 UNTIL 20 OCTOBER 2006. DUE TO THIS CONSTRUCTION, RUNWAY 11L AND 29 RIGHT WILL BE CLOSED. ALL AIRCRAFT SUPPORTING THE SOUTHWEST BORDER MISSION (OPERATION JUMP START) SHOULD BE ADVISED OF ALTERNATE RUNWAY USEAGE. DURING THIS PERIOD, COMMERCIAL CHARTERED AIRCRAFT AND MILITARY C-130 AIRCRAFT FOR OPERATION JUMP START WILL USE AS ASSIGNED BY THE FAA RUNWAY’S 29L (8,408 FT X 75 FT) AND RUNWAY 21 (7,000 FT X 150FT).
