IFR Flight Plan Issued/Not found on FA

I’m a new user of FA and think it is the greats since sliced bread. Ii have a question. I know that a Mexican registered B36 has filed with FAA coming into the country and has filed his next leg from KLRD to KAUS but it never show in FA. He never showed up on the radar either. How come? Also, he has always filed through FAA but there is no history. The tail number is XB-MSH.

I checked the database and logs and we don’t have any activitiy for that aircraft. I’m not sure why we haven’t received any tracking information about him.
