If transponder at plane just mode A/C , can piaware get the data from transponder modeA/C?

No. Even the piaware MLAT is Mode-S only.

There is support in dump1090-fa for demodulating the mode A/C responses (and trying to correlate then with Mode S targets where possible) but actually doing something useful with that data is an open question.
