Solution to my problem was to install another PiAware receiver on the tower catwalk with the gain set at 15. This is with my DIY 5 element coco encased in some SCH40 1/2" PVC. Yes, that is white duct tape around the bottom to prevent moisture entering between the 1" metal conduit block sleeve and the PVC.
The FlightFeeder has been returned to max gain. This setup provides FlightAware with complete coverage of the airport surface area as well as the vicinity traffic. We do not use this in any official capacity however, I can tell you that with my 34 years as a controller, ADS-B is incredible compared to an ASR8 or ASR11 radar with a 4.8 second update rate.
