I know every setup is different but is there an average “best” gain setting for my type of setup in a suburban area (you can get a rough estimate of my location on map) like I have? I have read the link about gain settings you sent.

There is no way of know how much noise there is in your location.
I have one location that even drops when I turn the TV on (The Antenna is in a bedroom corner behind a TV).
The scripts will give you an answer for your setup.
I have a heap of Cell towers within 500ft(150m) of me. 38db worked best for me.
You have less than 20 choices. Give a few a try.
It sounds like a bad coax connection that occured when you attached the filter for the first time… Could be connector, solder contact.
