Does anybody know where there is a reference to the origin of the three letter Identifier of an airport? For instance why is St Mary’s, PA - OYM?

Why can’t the FAA once and for all make it mandatory for all pilots based here at ORD
to follow the simple take-off program call Fly Quiet. Climb out to 3,000 AGL upon take
off after the FAA 2300 golden hour would help those impacted communities to the east
of the fence line.
