(1) In Debian:

sudo nano /etc/default/dump1090-fa

Scroll down to the following line:
RECEIVER_OPTIONS="--device-index 0 --gain -10 --ppm 0"

in this line add following
--lat xx.xxxx --lon yy.yyyy
(Replace xx.xxxx and yy.yyyy by actual figures)
