Since FA only handles FAA tracked flights, what’s up with AAR255?

Francisco C. Ada/Saipan International Airport is in the Northern Mariana Islands, which is a commonwealth in political union with the United States. ATC is handled by Guam Center, Guam being a United States territory in the North Pacific.
