It could also be from the LNA being overloaded by another band.
That shows as broad spectrum in the pass band of the SAW filter as well.

You are right.
The table I posted is based on original ITU regional deployment of cellular bands. It seems that the tremendous increase in number of cell phones over last many years has resulted in need for additional spectrum, and to cope with this increased demand, more countries have started using GSM900, and the original ITU regional deployment is no more accurate.

Followup. I finally received my filter (the light blue one). Here’s my new scan:
I get approx 3x the messages now.
