So the aircraft is taxing?
The aircraft is operating as an air taxi. Or charter.
Airlines are operated under several different certificates from the FAA. The ones used for the airlines operating larger aircraft is Part 121. Part 135 are smaller aircraft. See FAA Airline Certification for more information.
An aircraft who files his flight plan as a TNxxxxx callsign (on the radio as “Tango Novemeber”) is indicating that his current flight is “for hire”. See the FARs referenced in the above post.
