what would be the best way to get flights with 4 hours or more of delay for a specific airport? Would SetAlert work?

Unfortunately there is no direct method to search flights by delay size.
Polling an endpoint like FlightXML3 AirportDelays could help help for discovering airports where large delays are occurring. However, it will not aid in discovering single instance delays that don’t have a wider effect on operations.
