I can understand the magenta warning around certain security/sensitive areas
(nuke plants, Oak Ridge / Sandia Laboratories, radio telescopes, etc.):

AT AND BELOW 2500’ MSL IN THIS AREA
but around Devil’s Tower Montana (near Hulett W43) it says:
FOR REASONS OF NATIONAL WELFARE PILOTS
ARE REQUESTED TO AVOID FLIGHTS WITHIN
3 NM OF DEVILS TOWER NATIONAL MONUMENT
what defines National Welfare?
