I don’t think it’s that strage…

The controller probably got lazy and entered only a portion of the flight ID into the computer. There just happened to be another flight with that same abbreviated ID in another center. The program got confused when trying to display it.

I dunno - it’s pretty strage, but I’ve seen strager.
Controllers don’t put flight plans in for the airlines, and you’d be hard pressed to find a lazy controller between BWI and JFK.
