On windows 10 I downloaded v11 of piaware. No piawareconfig.txt file so i can tune my pi. The only folder I have is Overlays. Thanks for the help.
(1) After downloading the Piaware image (piaware-sd-card-11.1.img.xz) , you have to first unzip it, and use the unzipped image to write it to microSD card. If you write it to microSD card without unzipping, you wont see files like piaware-config.txt, and it wont work either.
(2) Which app you used to write the image to microSD card? Generally people use one of the following apps:
- Raspberry Pi Imager
- Balena Etcher
- Win32DiskImage
This should no longer be necessary (we switched to just plain .xz compression for exactly this reason), though decompressing first is harmless. Both RPi Imager & Etcher should understand how to handle .xz files directly. Don’t know about Win32DiskImage.
I used PI Imager for previous versions but now it does it automatically. I looks like I have all files as before on my sd card except for piawareconfig.txt.

For writing Raspberry Pi OS, I use RasPi Imager. Very easy. No need to download and unzip the image, all is automatically done by the Imager.
For Piaware SD card image, DietPi, and Armbian, I use Win32DiskImager. It does require user to download the image, then decompress it in both cases (.zip and .xz).
What am I doing wrong? I see all files on my sd card except for piawareconfig.txt.

I think you need to explain exactly what you are doing, in detail. What image did you download? What are the steps you use to write the image? How are you looking at the sdcard afterwards when you try to find piaware-config.txt?
I wonder if you are selecting one of the standard Pi OS images, not the “use custom” option which will let you select the PiAware sdcard image you downloaded:

Hi, here it goes:
- I use piaware sd card 11.1.img.xz
- In pi imager I choose raspberry pi 3
- For the operating system I choose raspberry pi os 32 bit
- Storage is in E:
- I say no to apply OS customisation setting
- When writing is finished I don’t see E:
- I take the sd card out and push it back in
- Now I see all files on the sd card except the piawareconfig.txt one (the only folder I have is Overlays)

This is the fundamental mistake you are making.
You have to choose “use custom”, then point to your Downloads folder where you have downloaded Piaware SD card image ver 11.1
STEP-1: On “Choose Operating System”, scroll down to bottom
STEP- 2: When you reach the bottom, you will see “use custom”. Click it
STEP-3 ; Clicking “Use Custom” will open your Windows Downloads folder. You will see the piaware ver 11.1 image you have downloaded. Click it to SELECT IT
