Flightaware currently has NOAA 49, which is checking out Irene, flying over Cuba.

Does NOAA get special permission for this or is the flight plan out of range and inaccurate?

Oops, sorry. just looked back again and they’ve adjusted the actual path to bring it north of Cuba.
They might get to do it for free- But I doubt it, it’s about $400 to over fly Cuba
