The only flight I could find for MEP at TUL was MEP8938. This indicates that it is a charter flight or, less likely given the route, a ferry flight.
MKE - SAN was likely Marquette fans/band heading to San Diego for the NCAA Tournament. No idea on the stop in Tulsa for the night: two guesses… 1) maintenance as you said. 2) the crew ran out of hours, so they had to overnight in TUL.
