Mali airspace

Can anyone confirm whether the airspace over northern Mali is now closed? If so, both to GA and commercial flights? Thank you.

Other than the usual warnings against travel to Mali this is what I came up with;
A1871/12 NOTAMR A1610/12
Q) GOOO/QROLP/IV/NBO/AE/000/245/1431N00404W150
A) GAMB B) 1212171110 C) 1303172359 EST
E) OVERFLYING PROHIBITED BELOW LEVEL FL245 IN MOPTI AIRSPACE ON 150NM
RADUIS CENTERED ON MTI VOR, ONLY IN MALIAN AIRSPACE
F) GND G) FL245
Universal says there is no fuel at Bamako but the airport is open and does have several airline flights a day.
Jeppesen says:
Check NOTAMS prior to planning/operating any flights over or to/from Mali, regardless of country of registration. On 01-Mar-13 Mali Airspace was partially designated as a prohibited area, the restriction is planned to last until at least 28-Apr-13, but may be extended. Refer to Notams for exact coordinates of the prohibited area.This restriction is in addition to the FAA restrictions on US registered Aircraft.
and
Effective immediately and until further notice, there are restrictions for United States flight operations (N registered Aircraft) into, out of, or over Mali. Due to military operations against insurgents in northern Mali, there is risk to flight operations in Mali. U.S registered Aircraft Operators planning to fly into, out of, or over Mali must obtain current threat information; comply with all applicable FAA regulations and operations specifications, management specifications, or letters of authorization (specifically opspec/mspec/loa b450); and provide advance notice to the FAA at faa.gov/air_traffic/publicat … trictions/

Thank you. I appreciate it.
