I saw a claim that in December, China halted flights from Wuhan to other parts of China while still allowing flights to the rest of the world. Can this be confirmed?

It’s a pretty serious accusation and I’d like to fact check it, however, I’m not inclined to spend many 100s of dollars for the reports. Is there a way to fact check this?
