What software does API as described below? Any open source or freeware apps out there?

Not coming from a programming background, is this something a rookie like me can develop or will there be some pre-conceived / sample files for newbies like me to tinker around with?
Or am I jumping ahead and should be waiting for the direct flight forum to come alive?
