Determining country of origin from tail prefix.

How do you determine the country of origin from the prefix of the tail number? I just watched a Cessna jet over shoot the runway and end up in the bay on Utube the tail was oy-jet, wounder what country that idiot was from? Thanks Dave :unamused:
