Looks like its an En Route Automation Modernization (ERAM) failure.
The computer system used at the FAA’s high altitude en route centers is considered the backbone of the nation’s airspace system. It processes flight radar data, provides communications and generates display data to air traffic controllers.
Or so the government says. The U2 flies way above regular traffic. An article I read today (on my phone so I don’t have the URL) states that it may have been Russian aircraft flying off the coast of California that caused the outage. That sounds more reasonable than a U2 crashing the system.
