The legend section of the Albuquerque sectional appears just NW of the Gallup VOR. I’ve never flown over that piece of real estate, but I bet that isn’t what the ground looks like. 
Similarly, the Wichita sectional legend appears N of DEN VOR
You’re wrong, from FL340 you can actually read the text as you fly over. It’s very helpful.
