ADS-B disabled during takeoff/landing

It seems that in some airports (such as LOWW) all aircraft disable their ADS-B transmitter during takeoff and landing.

1-Is this correct?
2-Is there any documentation as to which airports have this policy and why?

Examples:
flightaware.com/live/flight/AUA8 … /KJFK/LOWW
flightaware.com/live/flight/AUA8 … /LOWW/KJFK

We probably just don’t have any low altitude coverage near the airport.

At CYVR I can see them on the ground when a building is not blocking the antenna’s view, remember 1090MHz is definitely line-of-sight and doesn’t bend (but can reflect).
