I know this thread is old, but I had a question when reviewing the NYC charts. I've flown in the Bravo here several times and am pretty familiar with it, but one area has me wondering. See here:

South of the Empire State Building to the south tip of Manhattan appears to be a large area outside of the 6nm LGA ring, and it appears to be only Class B from 1500-7000', and uncontrolled beneath that. Manhattan is bordered by two SFRAs though, with pretty established traffic flows. Could one in theory transit over lower Manhattan while remaining outside of Class B airspace? It looks like that's possible on the chart, but I've never heard it being done and most people treat the Manhattan land mass as being within Class B. Further to that, could one fly a fixed-wing over certain parts legally, outside the Class B, as long as one complies with 91.119b (very carefully, due to the tall buildings causing an issue for the 1000' above obstacles within 2000' horizontal rule)?
