HiBal is an acronym for high altitude balloon, so I think your balloon idea is correct. There should be a NOTAM about it out there somewhere, and if I find it I’ll post it.

HIBAL are all high altitude balloons,released by Google,all i know it is PROJECT LOON and it has something to do with internet connections in places where you typically can not get coverage,so that will give you a starting point,search Google PROJECT LOON.
