Unusual a/c observed 8/27/14 2015-2045local VMC/CAVU. Altitude +/-1500 agl. Track=N to S 180right S to N 180right N to S. Location=9nm east of KRIC 4nm west of New Kent (W96). Powered flight (a guess is pusher prop) a/c was under control. NO beacon/strobe. NO nav lights. 3 equally spaced white lights perpendicular to path on a/c belly. No estimate on size or configuration. Nothing seemed unusual though.
