Gulfstream Circling

What would be the normal reasons for a Gulfstream aircraft to circle for, say 4 iterations over a span of 45 minutes, in the middle of their flight at 45,000 feet during calm weather? OK, maybe not so hypothetical. Normally, I think of an aircraft circling because of congested traffic or inclement weather, but that doesn’t seem to be the case in this instance, unless it was hot air coming from Trump in San Antonio.
